A running toilet is not harmless

Water around the base
Water pooling at the foot of the toilet usually means the wax seal has failed or the toilet is rocking on an uneven floor. Both need the toilet lifted and reset properly. Sealing around the outside without lifting it just hides the leak while the subfloor takes the damage.
